- Processes applications, maintains the central waiting list, and identifies applicants for tenant selection
- Specializes in subsidized units for senior citizens, singles and families
- Administers local homelessness programs
- Oversees other local non-profit and cooperative housing operations within the service area
- Offers rent-geared-to-income units in buildings owned by private landlords

Eligibility
- Individuals 16 years of age and older who are able to live independently
- Special priority status available for victims of domestic violence and abuse
- Each household member is a Canadian citizen, or a landed immigrant, or a refugee claimant
- No deportation, departure or exclusion order has been made against any member of the household
- No member of the household owes rental arrears to any housing project under any housing program (Includes market and/or rent-geared-to-income)
